  • Education: BS Computer Engineering from Beijing Institute of Technology in 1983, MS Computer Science from Caltech in 1987. Research in MOSFET sub-threshold characteristics, data published in Analog VLIS & Neural Systems, 1987, Carver A. Mead. Thesis Topic: MOSFET Sub-threshold Operation under guidance by Prof. Cover A. Mead, Gordon and Betty Moore Professor in Computer Science.
  • Research: Staff Researcher at Computation & Neural Systems program in Caltch, collaborated with Rockwell Science Center Vision Group from Biology Department, inventions and implementation of MOS Imagers, pixel-embedded analog signal processing and real-time image acquisition systems. Works published in IEEE Computer, IEEE Micron, Science, etc. (advisers: Prof. Carver A. Mead, and Prof. Criistof Koch) 1987-1992.
  • Engineering: Founding employee and staff researcher in Tanner Research (Pasadena, CA): participation and contributions to proposals, investigations and deliveries of US SBIR projects (Phase I and Phase II), in broad range of IC designs: MOS imagers, real-time image-speech processing, high-speed imaging and data-acquisition, asynchronous logic and processor design, design tools and methodologies for CMOS IC, MCM, MEMS and a SWGA, shared wafer gate-array, lead patented technology development, etc. (employer and supervisor: John E. Tanner) 1989-1997
  • EDA Products: Participated Tanner Tools™ (the first PC based commercial EDA suite) product definitions, development and technical marketing, from a system engineer to the Technical Director. (supervisor: John E. Tanner) 1989-2003. Co-founded, as a CTO of, Paragon IC Solutions (Newport Beach, CA), a JV with CIDC (Beijing, China), developed and worldwide commercialized Linux EDA tools Rev.Z4, 2003-2004.
  • IC Venture and Product Development: founded General Circuits, LLC (incorporated General Circuits Beijing Ltd, in 2005), an analog and mixed-signal circuit IP developer in Beijing, which co-founded NorthIC SIP Joint Libs with Peking University Institute of Microelectronics (Prof. Y. Wang, a member of Chinese Academy of Sciences). Titled Chairman and CTO, led 6 integrated circuit patents and 5 IC maskwork rights. 2005-2006. GCL Beijing was acquired by Vivace Semiconductor (Boston, MA) (supervisors: Cary Ussery, David French) 2006. Later advised GCL Beijing for two spin-offs: DSP (3rd Doman), Embedded System (Matrix Systems) in 2010. The GCL Beijing entity exited from Vivace Semiconductor in 2010. It was reorganised under Jin Luo’s sole ownership since 2015.
  • Management: Founded and directed Tanner CES (Pasadena, CA), a business unit dedicated to commercial engineering service and design consulting. Hands-on team formation and growth, client project management and delivery (parent supervisor: John E. Tanner) 1999-2003.
  • Business Development: Founded Frontier Technologies Consortium Global, LLC (Los Angeles) in 2008. Consulting portfolio includes: Pheromonicin ® bio-pharmaceutical (co-founder), Marenco Swisshelicopter (China business development manager), 3rd Domain FusionDSP™ (technology co-developer), Async China Processor Designs (a project sponsored by Beijing Commission of Science & Technologies), Matrix FPGA Emulator and Wireless Senor Network applications (WSN). Involve in a large-scale China manufacturing industrial development. Founded IMEC USA, LLC in 2012 for true green and organic energy-saving solutions.
